Tax records and audits comparison: the complete list, checked

Tax records and audits comparison: how an automated notice, a single-item request and a full examination differ, and what each one actually asks for.

People use one word, audit, for several different experiences. A CP2000 notice, generated because a Form 1099-NEC does not match the return, is not a field examination. The reply that settles the first can damage your position in the second.

This comparison of tax records and audits sets the real notices, letters and forms side by side, so you can name what arrived before you answer it. Every item below is published by the IRS or by a state revenue agency.

What to take away

  • Match the answer to the letter. A CP2000 wants a correction or a confirmation, not a box of receipts.
  • All of these are answered with documents, never with argument.
  • Your rights are the same in each one, and they are published in the Taxpayer Bill of Rights (Publication 1).
  • Deadlines decide outcomes. A CP3219A gives 90 days to petition the Tax Court; a 30-day letter gives 30.
  • A CPA, enrolled agent or attorney can answer for you under Form 2848, and Low Income Taxpayer Clinics do it free for qualifying filers.

What can arrive, compared

Usually about

Automated Underreporter notice (CP2000, CP2501)
A W-2, 1099-NEC or 1099-K that does not match the return
Notice of deficiency (CP3219A, the 90-day letter)
A proposed increase the IRS says you owe
Information Document Request (Form 4564)
One line, claim or schedule
Correspondence examination (first contact letter, then the 30-day letter)
Several items on a mailed return
Office or field examination
The return as a whole
State review (California Franchise Tax Board, New York State Department of Taxation and Finance, Texas Comptroller of Public Accounts)
That state's return

What it asks for

Automated Underreporter notice (CP2000, CP2501)
A confirmation of the reported figure or a correction
Notice of deficiency (CP3219A, the 90-day letter)
A decision, not documents
Information Document Request (Form 4564)
The items the form lists
Correspondence examination (first contact letter, then the 30-day letter)
A defined list of records
Office or field examination
Records and explanations, at an IRS office or at your business
State review (California Franchise Tax Board, New York State Department of Taxation and Finance, Texas Comptroller of Public Accounts)
State records, under a state notice number

Right first move

Automated Underreporter notice (CP2000, CP2501)
Compare it with your own copy of the form before agreeing or disputing
Notice of deficiency (CP3219A, the 90-day letter)
Choose within 90 days whether to petition the U.S. Tax Court
Information Document Request (Form 4564)
Send exactly what the form lists, and nothing else
Correspondence examination (first contact letter, then the 30-day letter)
Involve a professional before the first reply
Office or field examination
Representation from the first contact
State review (California Franchise Tax Board, New York State Department of Taxation and Finance, Texas Comptroller of Public Accounts)
A CPA licensed in that state

Most CP2000 notices come out of the Automated Underreporter program, which matches third-party documents against the return. Form 1099-K reporting has been phasing down from the old $20,000 and 200 payments toward $600, so more gig and payment app income reaches that matching program.

The IRS describes how examinations are selected and conducted on its audits pages, which is worth reading calmly at a point when nothing has arrived.

What all of them have in common

  • They ask you to support what you reported. The question is evidence, never sincerity.
  • They state a scope, and the scope is the answer. Going past it hands over material nobody requested.
  • They run on clocks in both directions. The assessment statute is three years from filing, six if you omit more than 25% of gross income, and open-ended if no return was filed.
  • They can be handled by someone other than you. Form 2848 covers representation; Form 8821 covers information only.

What differs, and why it matters

Scope. A CP2000 or CP2501 covers one mismatch. A correspondence, office or field examination covers a return, and sometimes several years of them. Treating the first like the second wastes weeks. Treating the second like the first can cost you the case.

What It Costs

  • $150-$400Representation hourly rate
  • $1,500-$5,000Full examination, most markets
  • $31-$225Installment agreement setup fee
  • $60Tax Court petition filing fee

Who should answer. A matching notice is often answerable with your own copy of the W-2 or 1099 and the response form. Anything wider belongs with a professional from the first letter. Enrolled agents, CPAs and attorneys may practice before the IRS under Circular 230.

What it costs. Fees follow scope and the state of your records. Representation typically runs $150 to $400 an hour, and a full examination commonly lands between $1,500 and $5,000 in most markets as of 2026.

An installment agreement carries a setup fee of $31 to $225, with a $43 rate for low-income taxpayers. Filing a Tax Court petition costs $60, and the small tax case procedure handles disputes of $50,000 or less.

Low Income Taxpayer Clinics represent qualifying filers free, generally at or below 250% of the federal poverty guidelines. The Taxpayer Advocate Service takes Form 911 and costs nothing.

What follows. A no-change letter closes the matter. An agreed report (Form 4549, with Form 886-A attached) becomes a bill; an unagreed one produces the 30-day letter and your appeal rights.

A CP3219A gives 90 days to petition the U.S. Tax Court, or 150 days from outside the country. Penalties can reach 20% under section 6662 and 75% for civil fraud under section 6663. Interest runs at the federal short-term rate plus three points, reset each quarter.

The IRS's Publication 556 covers examinations, appeal rights and refund claims, and it is the document to read before you conclude that a result is final.

How to prepare for any of them, before anything arrives

  1. Keep the return and its support in one place, so producing a file is retrieval rather than a project.
  2. Make the record at the time. Section 274(d) requires proof for travel, meals and gifts, and a rebuilt estimate rarely holds up.
  3. Keep the paper that matchesForm W-2, every 1099 (NEC, MISC, INT and K), the mileage log described in Publication 463, and the written acknowledgment for any gift of $250 or more. Noncash gifts over $500 go on Form 8283.
  4. Follow the retention rule in Publication 583. Three years from filing covers most returns, six years applies if income was understated by more than 25%, and employment tax records run four years from the due date.
  5. Read every notice on arrival, because the dates decide your options.
  6. Pick your representative before you need one.

What not to do

  • Do not ignore it. Time limits are real, and options narrow with each one.
  • Do not send everything you have because it feels cooperative. Answer the question asked.
  • Do not argue in the first reply. Documents first, position second.
  • Do not agree to something you do not understand just to end it.
  • Do not handle a wide examination alone to save a fee. That is the most expensive economy in this subject.

Where this connects

The tax records and audits overview covers what supporting a position actually means. What is being supported on the expense side is in business deductions. If the review is a state one, state business tax explains where the obligation came from, and the timing rules underneath everything are in tax deadlines.

Common questions

Does a notice mean I did something wrong?

Often not. Automated notices usually reflect a mismatch between two records, and the resolution is a document rather than a payment.

Can I handle a simple one myself?

Frequently, yes, if it names one item and you hold the record for it. Anything broader is worth a professional from the outset.

How long do these take?

It varies with scope and with how quickly material is produced. The part you control is the second one, which is another argument for keeping the file in order.

What if I disagree with the result?

There are established routes for that, and the IRS's own material describes them. Do not accept an outcome you disagree with on the assumption that it is final.
